In thefirst half of 2011, changes continued to take place in Japan's internal affairs and diplomacy: in terms of internal affairs, under ethe i pact of political scandals, lack of efficiency in dealing with the eartquake and nuclear leak, and sluggish economic recovery, the democratic party of Japan as well as the Naoto Kan Cabinet faced a deteriorating administrative environment. In terms of diplomacy, tha japanese government tried to improve the US-Japan alliance by earthquake diplomacy. Its relationship with China and Russia also became warner.
