Persistent engagement is a new concpet formulated by the US military based on its assessment of threat situation, existing operational capabilities and practices in cyberspace. The core idea is to preempt adversaries in cyberspace through defending forward, focusing on dealing with cyber-attacks below the threshold of armed conflict in the wake of threats from major powers, and to empower the development of operational capabilities and transformation in the application of such capabilities of the US military in cyberspace so as to ensure the overall strategic advantages of the US in cyberspace
